If the top waiver order team places a claim, he is allowed to add the player immediately, even though the clock has not expired.
Claiming team must post "signed" when the team has won the claim. If not signed (in 5 days), the claim is considered abandoned and treated the same as a bidding abandonment.
It is the time of the actual waive of the player that governs waiver order, not the time a team posts a claim. (This is for prioritizing multiple threads of waived players and multiple claims running concurrently)
INSEASON:
Waiver Order is the reverse of the current standings on Yahoo! after the completion of Week 1.
No loss of priority when the Yahoo! standings are in use. The waiver order for a player is the reverse of the Yahoo standings on the day of the waive. The new weekly standings do not affect a waiver period already in progress.
OFFSEASON:
Offseason claims send you to the bottom.
