Commish decision:
A player waived after the bid deadline (when the playoffs start), may only be claimed by a non-playoff team.
Should a successful claiming team need to waive for roster compliance, again, only a non-playoff team may claim. No deadline would exist should a chain of required waives occur.
Simply, playoff and non-playoff teams can put in claims up to the deadline, only non-playoff teams can claim after the deadline.
This does not create an opportunity for more waivers after the deadline. Players may only be waived for roster compliance as in the past.
