If the top waiver order team places a claim, he is allowed to add the player immediately, even though the clock has not expired.
Claiming team must post "signed" when the team has won the claim. If not signed (in 5 days), the claim is considered abandoned and treated the same as a bidding abandonment.
It is the time of the actual waive of the player that governs waiver order, not the time a team posts a claim. (This is for prioritizing multiple threads of waived players and multiple claims running concurrently)
A player remains on waivers for 48 hours. At that time, if there has been a claim put in for the player, he belongs to the team with the highest waiver order that claimed him.
... After waiving a player, a minimum of 24 hours is required before the waiving team can reclaim him. The waiving team may reclaim the player at any time (except during the playoffs) as long as the player has not been claimed during waivers or if there is no active bidding on the player after the waiver period. If reclaimed, the salary and years remain unchanged. Reclaiming a player you have waived and are still paying, has no effect on your waiver position.

Waiver Order is the reverse of the current standings on Yahoo! after the completion of Week 1.
No loss of priority when the Yahoo! standings are in use. The waiver order for a player is the reverse of the Yahoo standings on the day of the waive. The new weekly standings do not affect a waiver period already in progress.

Offseason claims send you to the bottom.
Offseason Order is based on previous season final regular season standings. (numbers just indicate original order and a tool to retrace steps if necessary)
