UNRESTRICTED FREE AGENTS
Unrestricted free agents are players which may be bid on, with no other team having matching rights. Players that are not on an roster are unrestricted free agents. Players who have been waived and remain unclaimed and whose contract has ended are unrestricted free agents.
Players who have been waived and remain unclaimed and whose contract has not ended, may be bid on as unrestricted free agents. The waiving team still has the right to reclaim the player as long as there are no active bids (See Waivers).
After 48 hours has passed with no further bidding, the high bidder must sign the player. The high bidder shall post "signed" as an acknowledgment in the bidding thread and add the player to his roster.
ABANDONED BIDS OF UFAs
After 48 hours has passed with no further bidding, the high bidder must sign the player. The high bidder has 5 days to sign the player. If no action is taken, the player will be considered to have been waived with a minimum one year contract and a salary of whatever the high bid was. The Commissioner shall post the player with his contract and salary in Waivers. The player shall be added to the owner's roster as being signed and waived.
The player's status is then governed by the rules in Waivers. The salary would count against the waiving team as the rules in Waivers apply.
RESTRICTED FREE AGENTS
After a player's contract has expired, he is a restricted free agent if the player was on a teams' active roster. An active roster does not include waived players. After 48 hours has passed with no further bidding, the previous owner has 24 hours to match the high bid and retain the player. If the previous owner does not post that he matches the high bid within the time frame, the team with the high bid must sign the player. In either case the player is signed for the high bid. The previous owner may post that he is not matching when the high bid has been established. The previous owner may or may not be given notice that bidding on one of his RFAs is over. It is an owner's responsibility to monitor his RFAs.
Matching rights on an RFA player end approximately one week before the season starts (specific date/time will be posted). At that point any RFAs that have no live bid become UFAs and would be bid on in the UFA board. RFAs with live bids at the deadline will be handled in this way: 1. If, at the deadline, the high bid belongs to the rights owner, matching rights no longer exist. 2. If, at the deadline, the high bid belongs to an owner other than the rights owner, RFA rights continue to the completion of the thread.
The owner of rights for an RFA may bid on his own RFA. A live bid would count against your CAP along with a player towards your roster total. If someone does bid higher, your opening bid is no longer "live" and no longer counts against your CAP or roster limit.
RFA players cannot be raised by the same high bidder. Example if Rangers is high bid on Bryce Harper at $35, he cannot raise himself to $75. Another team must make a valid raise before the player can be raised. No raising to reset clocks, make your best bid each time. NEW FOR 2017
The owner of rights for an RFA may renounce his rights to that player. If bidding has not begun for that player in an RFA thread, the player is removed (or locked) and any bidding would occur on the UFA board. If bidding is already in process on the RFA board, it will remain there.
A specific time will be posted each year as the deadline for posting your RFAs in a bidding slot. The deadline will normally be set in the early part of January.
A player signed in RFA bidding by a team other than the rights owner (at the time of signing) with a bid of $20 or more, may not be waived by any team prior to the opening day of the baseball season.
Exception: If the player has a new reason for being waived (injury, suspension, rehab setback, arrest, etc.) after the final bid and will not play until after April 30, the player may be waived.
Note: This rule supersedes the abandonment rule. The high bidder may not ignore the player and have him waived by the Commish. He will continue to count against roster total and CAP hit.
RESCINDING BIDS
A posted bid is binding and may not be retracted or rescinded by the bidder.
A bid without sufficient funds or roster space will be declared illegal and voided by the Commish. Such illegal bid does not affect the bidding clock.
